The admissions representative said the exact same thing as the University of Alabama and the University of Connecticut: you can make a big school feel small, but you cannot make a small school feel big. Right now they have about 65% of students from in-state and 35% from out of state. Their aim is to be around 80 to 20, which is very common for many state schools. They definitely want a welcoming, diverse campus.
